Ignore list enhancements

So.. it seems like the ignore list is this specific mumbo-jumbo, which only some magic can reveal and work with it, while it is simple a list of accounts.
So..

1. Please make it as a Window which is called from Options.
Literally a copy of the "Friends list" where you can check as well how long the account is inactive since added ( at least ) and decide what to do with it ( keep it ignored or remove it from ignore list ).

2. Increase the Ignore list size.

3. Add notes to each on of the ignore list, so peoples can remind themselves why the account ended up there.
