Quality on Eye of Winter gives it Projectile Speed, even though that's bad for it

Upgrading the speed on Eye of Winter is actually bad for its dps (the eye travels faster but there are less needles shot in the same area).

Or at the very least, it is arguable if it's an improvement. Which tells me this is not a great way to implement quality on this spell.

Some suggested bonuses:

- Chance to bounce off terrain.
- Chance to chain.
- Chance to do ailments
- Extra % damage when "empowered" by ground/orbs
- Critical Hit Chance

Cooldown recovery rate would be a pretty good one.
