Recommendation: Update how the (permanent) Raise Spectre Gem works

Given the same line of reasoning as the recent Animate Guardian changes that don't make you regear the AG when it desummons / dies I'd recommend:

1. If you are missing spectres, even those from itemized corpses, then a cast of Raise Spectre will restore that last full loadout of spectres you had automatically. No need to cast on a corpse from the ground, from a desecrate, etc.

2. If you currently have up to your spectre limit (see above) and cast Raise Spectre then it functions as it does now.

PROS:
1. Quality of life -- no desecrating and searching your pool to resummon your horde.

2. You are still allowed to do everything you can today ... no loss of functionality

3. Encourages the use of itemized spectres as those are effectively bound to the player.


CONS: Tricky implementation esp. given a player's Spectre Limit can vary however resummoning "most recently used" spectres shouldn't be too taxing.
