Random Instances with extreme lag

Roughly 1 in every 5-10 instances will experience persistent lag spikes to the point of being unplayable, in this most recent instance running somewhere around 300,000ms before rubber-banding. EDIT: Caught a second laggy instance just after the first, here it is. I'm just going to keep posting WinMTRs until this gets fixed. Gonna be honest, constantly dying to 30 second lag and losing portals from having to reset the instance is not the greatest player experience.

74-43-94-161.6478a390dbefbaecea1816c6eb188d44.ip.frontiernet.net seems to be the problem. It's always a crapshoot but during the instances in question it drops >90% of packets vs a more typical instance where it drops ~10-35%
