Rubber banding/desync consistently?

Strong PC, strong internet. No connectivity issues on any other mmo's/arpg's I play. So far this league every like 5 minutes while shield charging around, there' a couple of slower shield charges and then I get teleported back to before them. Not even sure what this would be called. Anyone else experiencing this? Tried bottoming out graphics, when usually I can play everything on high no problem. Tried changing renders, predictive/lockstep didn't change it. I'm just not even sure what to try anymore and I'm just wondering if anyone else is experiencing this.
