Heavy CPU LOAD . Please help .

Hello guys , what is going with this CPU load ? My CPU always is constantly between 85%-100% , sometimes even in Hideout .I dont know what to do , the noise of the fans at full speed is making me crazy + the constant fear of my PC blowing up , i checked the temps and it goes up to 80-85 degrees .

PC specs :
SSD 1TB m.2 for games
SSD 1TB for Windows
2 2TB HDD for movies, music and others stuff
CPU : i9-9900k
GPU : 4070
RAM : 32 GB
CPU cooling : 360mm AIO cooler from MSI if i remember corectly with custom Noctua Fans , + 4 Noctua Fans in the case .
Windows 10 .

I have multi threading enabled , i tried switching from directx 12 to 11 , same deal . It also takes alot to join other hideouts , or to load the map .

Any help is greatly appreciated.

Always limit the FPS of a video game, or you'll push your CPU and GPU to their limits.
Limits are always the right thing to do when it comes to processing power.
Limit to 60 FPS, or to whatever the game and your monitor support. (If the game runs at a constant 165 FPS in any situation and your monitor supports that frame rate, set the game to 165 FPS and the monitor to 165 Hz.)
But first, try 60 FPS so you can see what I mean.
If that doesn't solve the problem, let me know.

If you're saying you're not getting 60 fps with your hardware, it's because something is misconfigured in your operating system. You should be getting around 240 fps with that hardware.
Also, since you mentioned this, I think the problem isn't the game itself, but rather what I mentioned: your operating system is misconfigured or something similar.

Since you don't know why FPS is relevant, I'll explain it briefly.
When you have a game and you remove the FPS limit in that game or in your graphics panel settings (whether it's Nvidia or AMD), what you're doing is making your computer process as many FPS as possible. The more FPS you get, the more resources your processor and graphics card will use.
The PC tries to generate as many FPS as it can without a limit, and this uses both the processor and the graphics card.
That's why you see 80% CPU and 80% graphics card usage.

I always assume that everyone has the FPS limit turned off, since everyone in this world tries to have "MORE"—it's a common trait of human nature.

From the previous league to the current one, you might have changed something, or Windows might have changed it for you.
Windows updates.
Driver updates.
Any changes you found and made.
If you didn't do anything, sometimes lag spikes or CPU load can be caused by a corrupted file that doesn't finish loading or doesn't load correctly in the game. Use PackCheck.exe in your PoE client folder and check for errors. If there are any, it will repair them automatically. Then run the game again to see if the problem disappears with this small fix.

Windows updates its turned off , the only drivers i update are the GPU drivers via geforce experience.I know how to handle myself with the pc and windows. + I play other games and i encounter no issues with them .
I used the search bar in the POE folder , but i didnt find any packcheck.exe , could u tell me where it is exactly ?
I think ill try uninstalling the game and installing it again . But i might wait because im upgrading the pc , im waiting for new parts. in my frustration i ordered amd ryzen 9 9950x3d with 64gb ram and a rtx 5080....... and ofc a MOBO :)

It's great to be able to demand top-of-the-line hardware, and here I am with my 1050 still running at 60fps.

Well, if you don't have anything else on your PC and nothing is causing this problem, it might indeed be the game, and that's the end of the story.

On the other hand, I discovered a long time ago that the graphics engine in Path of Exile 1 and 2 can be a bit of a hardware performance bottleneck when you enable the Low Latency Mode option in the Nvidia control panel.

As for the file I mentioned that you can't find, it's simply in the root of the game folder and it's a file with the .exe extension. Specifically, it's this one:
PackCheck.exe
If you go to the folder:
Grinding Gear Games\Path of Exile\
you'll find this file; otherwise, it's in the Path of Exile folder
or wherever you have it installed.

Run the file and it will check the status of the current files in your game.

It's more or less the same technique Steam uses, but this time from PoE, which is safer in these cases.
It's very unlikely you won't see the packcheck.exe file. If you don't see it, reinstall the game because something's wrong, or the game is installed incorrectly.

And if the 4070 doesn't work for you, I accept donations ;)

Yeah i get the fact that games might make problems , but its just weird because i have played POE for 6.500 hours mostly on this setup and i never had problems . As for the PackCheck.exe , no its not in the POE folder , maybe because i installed the game via Steam ? tho i dont know why that would matter.

...Based on what I'm saying, you should theoretically understand that whether you downloaded PoE from this page or via Steam, each version has a different system for repairing file integrity.
I won't say anything more, as it seems quite strange that you're having this problem and haven't mentioned any others, especially since you have 6500 hours in PoE and haven't mentioned any other issues.
Furthermore, I'll wait for graphical and technical evidence before proceeding.
I hope you can resolve your problem.
