Intense Lag spikes

Hello,

I skipped last league (3.26). I've come back for this one, but its borderline unplayable, every few seconds a second lag spike.
I have tried:

deleting the shaders in poe folder (now load times are abysmal and mobs are invisible)
deleting shaders cache in appdata
increasing the file page size for my poe residing ssd
setting my cpu and graphics card to optimal performance
