Long start up time

On starting a game i get 2-10 min loading with black screen. Game uses 100% of ssd and try to get all RAM on pc. After all ram is used game starts and plays as normal. Any other programs, browser for example, get needed RAM without problem< poe don't crash or anything.

Tried turning off "swap file" in windows settings, deleting cash from "Roaming/path of exile", deleting "my games/path of exile". No changes.

Read somethere it could be shader compiling, but why it compiles every time then.

Poe2 works the same way. But deleting poe1 and poe2 start up speed increased (speed of loading RAM increased)
With poe1 and poe2 on disk i have like 40-50 free gb. Is it enough?

Could it be something with replacing game folder via steam tools? Will a full reinstallation help?
