Unplayable lag on every instance from a specific server provider (SG realm)

I'm having extreme lag on every servers.com instance in SG realm, even off peak hours.

My ISP: VNPT

1GB internet

During peak hours game is completely unplayable on SG or JP realms, have to play on California with 200 ping.

Same on EU servers. Afternoon and evenings are really bad. Unplayable...
