1 more heist QOL update would be nice

a simple change, please have all the rogues unlocked from the start, this way players can start doing heist as they wish, whether its straight to a 4 wing blueprint, any contract, etc...

its one of the big reasons I don't want to even look at heist anymore since the stacked deck drop rate nerf... I don't want to remember what order I need to do contracts to get all the npcs.
