[3.27] Poor witch help

Hi everyone,
I'm a new player and this is my first league.

I've read and studied a lot, but despite that, I'm still having some issues with my "Eye of Winter" build:

1) It doesn't seem to deal enough damage
2) It doesn't seem to be resistant enough (I can't get past tier 4 on the map device)

I can't tell if I've misplaced my passives, if there's something wrong with my gear, if the problem is with my support gems, or if it's a combination of all of these.

Can any more experienced players tell me what mistakes I made while creating my builds (and if there's a way to fix them)?

You don't have enough resistances on gear at all. You want 75% on all resists except chaos. You also don't have enough life at all. I didn't realize it was even possible to have so little in tier 4 maps, but you should have at least 3,000 life minimum. Also, your eye of winter doesn't have supports that add damage, just make it go out faster. Arcane surge is your only damage link, and it's not great.

I would go to poe.ninja > Keepers on the Flame > Softcore > Search the Eye of Winter skill gem, search your class, and then go to a random build and check 'day 1' on the top right corner to get an idea of gear that's good for your tier level/your class/skill gem.

Also, you don't have enough crit on the tree to go crit. You have a 20% chance of dealing a crtiical strike, which is exceptionally low. You want to focus on the Cold damage type, not lightning. Flat on wands is king, and you have no flat to boost your numbers, just %.
