Please help me with the Permafrost and Fragmentation mechanism

Right now my Permafrost panel shows around 1400% freeze buildup, and with full quality this skill can fire 12 fragments and can merge, does it mean with one shot it'll buildup 1400% x 12 ?
And also same question for Fragmentation, right now the skill panel shows 1300% dmg vs. Frozen, and it has 10 fragments, so one shot close enough would be 1300% x10? And about Frozen, does Ice Wall created by spell or crossbow could count as Frozen? or just Frozen enemy? Last bumped on Dec 9, 2025, 2:16:24 PM

1. Yes. If you have 10 fragments that each have 1400% freeze buildup, it doesn't matter if you hit them for 1, 2, 4, 6, or 10 fragments - of the fragments that hit, you will get the benefit of 1400% freeze build up from the damage of X fragments.
2. Yes - but I think between this and the first question you're not really understanding how % is applied. The % never changes. lets say each fragment hits for 1 damage. If you hit with 10 fragments, you do 1 x 10 damage. If you get a 1300% bonus on hitting a frozen enemy, then it's just 1 x 10 x (1 + 1.3) There's no need to change a % because less or more fragments hit. 3. Ice walls (from the spell or the crossbow attack or from frozen locus) count as crystals. The ice wall is not an enemy, so you do not get a bonus against ice walls or other ice crystals. If an enemy takes cold damage from an exploding ice wall, and then becomes frozen - you would get a bonus against them with your fragmentation rounds. " Thanks man for the details, as long as the number of fragments count to x of dmg or freezing, they are the most efficient way of Freeze or one shot dmg across all the skills in POE2 as I think. And for the ice crystals, I've tested against some bosses, not very good. First I freezed the boss, then I raised 1-2 ice wallls, then I fired. Very small dmg, I guess hits on the ice crystal don't count merging, and maybe there are too many crystals, so one shot can't hit boss due to "pierce 2 enemy" limitation, maybe it could get better in 0.4 for piercing 5 enemies. |

is 100% chill equitable to "freeze"
Freeze also falls under immobilized. Not chill..right? What happens if one equips heatshiver & manages to cause 100% chill (thus "Freeze"). Does that mean that heatshiver applies the 100% extra damage as Fire damage for 100% chill (Freeze) ? While the snow remains,
veiled in the haze of evening, a cold leafless branch. Flowers are only flowers because they fall, but thankfully the Wind. |

" Maximum chill magnitude is default 50%. You can't get 100%. It is a slow. Freeze is immobilization, yes. Freeze is different than chill. Chill magnitude is based on the cold damage of the hit compared to the enemies ailment threshold but it is also related to other sources of increased chill magnitude. The minimum magnitude of chill is default 30%. Chills lower than that are not applied. So if you have Heatshiver and hit something with say, 100 cold damage to apply a 40% magnitude chill, the monster will be slowed by 40% and your next hit will do 100 cold + 40 fire. |
