Capping Falcon Dive at 20% just homogenizes Deadeye and Amazon gearing

I get that falcon dive was OP in 0.3.0 with people getting 100%+ attack speed from it, but it offered a meaningful alternative way of scaling your character.

Now there's no point in stacking accuracy anymore. Every single class will be better off by stacking 3 damage affixes on gloves and rings.

What really should have happened is doubling or tripling the accuracy requirement but keeping it uncapped. That way there would be an actual choice between flat damage and accuracy.

Now Amazon just hits the crit soft cap and then stacks damage like Deadeye.
