No skill points to allocate for weapon set points

I cant allocate points for different weapon sets, i have a lot of points that i didnt use. I tride to refund all passives and allocate points again, but once I allocate 10 points for 2 weapon sets I cant use more

You need 24 skill points available to allocate all of your weapon set points, 1 skill point split into 2 weapon set point.
Did this and it didnt work?

There are specific encounter which give you 24 points in total, specifically for weapon sets, you cannot just use any spare skillpoints. usually it is some form of a tome which gives +2 points, with the exception of the sacrificial heart in Act 3, which is a heart you need stab and the talisman in Act 4.

In order to use those 24 points, you also need to have 24 points in general available, meaning you need 24 free skill points to assign 24 points for a weapon set, only if you have already assigned 24 points to at least one set and none to the other you can freely assign the points to set 2 as well without the need for any other free skill points. it's a bit convoluted to explain, basically for 24 skill points you get 2x24 points to assign to 2 weapon sets
