I also don't think that node will be very good unless you stack a ton of mana regen.

Lets say you have 50 rage max. 6% of that is base 3 rage per second regen. However you use 5 rage for each skill use. By endgame most skills are cast around 3 times a second, often faster. So you'll need around 15 rage per second to sustain.

To get 15 rage per second from just the regen, you'll need 400% increased mana regeneration rate. That's a lot of investment. Might be better to skip this passive for most builds and just get rage on hit to sustain rage.
