Unique Currency

What if we had a currency similar to divine that works on uniques?
Such as Divine whetstone or Divine amourstone? No RNG just bumps your uniques base stats to the next tier. But it can't exceed the base stats of the category the unique is from so an amour and energy shield can't exceed base amour and energy shield of whatever category it's in such as maybe gloves, boots or shield. This may not be balanced for uniques that offer high percentage of base stats already as part of the modifier list. But if you remove base bonuses as a modifier maybe it could become balanced and the currency could be a good chase item as you would need multiples to reach upper tiers. A lot of uniques are low level twink items. But if the latest pass makes some uniques more usable. THe suggestion could be disregarded. I am still looking foward to build enabling uniques becoming part of the game. I played my first ivory tower inquisitor build in the PoE 1 league and it has been kinda fun.
