Charms bug on Witch Lich

Charms in belt give no stats for Witch.

Tested chaos, fire, lightning, life charms. Swapped, relogged, restarted. Nothing works. Never worked from the start.
Made a new level Lich character. Level 8 same bug. Charms not registering at all (no lightning res, fire res, etc)

... Hmmm but you know that they first must Trigger before they give res???

Just to clarify: the '+25% Lightning Resistance' on this charm is a conditional bonus that only applies when I'm actually hit by lightning. That's why it doesn't show up on my permanent character sheet stats. Is that correct?
