Every enemy in my expedition pinnacle boss difficulty?

Got an expedition logbook for lush isles and carefully picked the modifiers only to have every enemy insanely overtuned? Im running tier 12 maps but i can hardly kill a white mob in the logbook and the blues you can just forget about it. their health doesnt even drop. had to run around and just open the chests and leave. Needs fixing asap.
