lvl 19 gems non existend on lvl 79+maps

i done like more then 40maps i am lvl 90 and i still geting lvl 18 gems only i not seen one lvl 19 in last season i got soo many lvl 19 but i not seen any and my burning monument is not connect to map is it chance or is it bug?

The burning monument doesnt connect to a map, you have to click it to access it. 19's exist, just had a skill gem drop, youll have an increased chance of them dropping lvl 80+, 79+ they do drop but it isnt worth farming it.
