Stormweaver Ascendancy: Storm's Recollection notable

As the title is asking, I'm not sure who takes this notable. With Refracted Infusion you end up with more than enough infusions without the delay. This passive just feels woefully underpowered and the quality of life from 75% increased pick up range can be taken on the passive tree itself.

I have 3 suggestions:
A simple change could be increasing the limit of remnants at the cost of their duration (ex: double the limit, half the duration)

A weird change could be enemies can pick up remnants that they walk by that make them take increased damage from that element.

A more drastic change could be putting this behind Refracted Infusion and spells that consume infusions have a chance to consume additional infusions for either a increased effect or doubled effect.
