Skills granted by Items needs adjustment

Tldr, they feel out of place compared to other skills.
Take fairgraves curse unique bow, as an example. It grants both phantasm arrow, and arrow shot(default bow attack) The bow itself needs 80 dex The phantasm arrow(at level 18) skill needs 137 dex The arrow shot skills needs 0 dex The phantasm arrow skill is stuck at 4 sockets, while the arrow shot skills will scale to 5 at level 90. The unique skill the bow grants thus feels like it cant be scaled correctly and played with compared to the normal shot skill. Instead of having the skill be locked at a certain level with a certain set of support gem slots, something else is needed. All weapons that grants unique skills should perhaps start at gem level 1, and require uncut gems and jewel sockets consumeables, to reach the desired level and socket amount. This issue is wide spread, and effects scepters, wands, staves, uniques with skills, anything that has a skill locked at a certain level.
