the restrictions make no sense, whats the reason to remove 2 of the best added sources of flat damage on this spells?

These sources of flat damage also come with a huge cost. Orb skills are sustanied for a duration and work autonomously. So the restriction makes perfect sense precisely to prevent cases where you get too much value from a single activation, effectively ignoring the per-cast penalty these supports should impose.

The Orb tag is one of a few gem tags that was added purely for balance purposes.
