[Suggestion] Introduce a map-related Gold sink

Two complaints I've been seeing a lot recently are as follows:
- The Atlas Passive Tree is too weak. Especially in comparison with the Phrecia Idol system, its ability to juice a single map mechanic is very limited. - Kingsmarch feels like a forced activity; unless you're spending your excess Gold to farm crops, send shipments and employ mappers, you're missing out on profit. This is very much unlike Delve or Heist, which are side activities that some people enjoy but not everyone feels the need to participate in. Thus, I thought that perhaps we could feed two birds with one scone. A system could be introduced, whereby Gold could be spent to add more juice to maps. One way it could work is Atlas Passives could be "elevated" to provide a stronger bonus, but consume a certain amount of gold whenever they are used. Of course, whichever way such a system would end up working, it would have to provide returns comparable to those of Kingsmarch so as not to overshadow it. Admittedly, this would be difficult to achieve. There's also the issue of more gold > more map juice > more gold > (ad infinitum); perhaps the solution here would be for every subsequent elevated Atlas Passive to cost considerably more Gold than the previous one.
