Hard freezing while playing summoner...

Intermittently hard freezing while playing a summoner... Is this normal/expected?

Specs:

NVIDIA GeForce RTX 2070 (Gigabyte 8GB model) - Latest drivers installed
Core i7-8700 3.2GHz (6 core)
DDR4 16GB 2666 (2x 8GB)
WD Blue 3D NAND 1TB SSD (SATA III)
Verizon FIOS 940/880 Mbps connection (Gigabit)

Not dropping below 144FPS, CPU not going above an average of 35% utilization, GPU not going above an average of 48% utilization, RAM not going above an average of 50% utilization (with Chrome open on 2nd monitor), SSD not going above an average of 26% utilization...

Where is my problem? Is it the game itself? Just recently started playing, rolled a Slayer first - no issues. Summoner, intermittent chopping/hardfreezing.

Also, wtf is this? First time I've seen this happen. Map failed to render?

All i can say is this game had serious performance problems since i started. Which was around 2017. It's not about playing summoner but i have serious problems too. https://www.pathofexile.com/forum/view-thread/2893336

Hmm, my problem is specific to summoner. I have no performance issues with my Slayer. Figured out if I restart the game, my problem goes away. Very strange.
