POE2: Skill gems cannot be rebound to hotkeys after disabling for both weapon sets

Through the skills menu, I disabled all my equipped skill gems so that I could use the basic crossbow shot again (to fight a mana drain enemy).

When I went back to re-enable the skills through the menu, the tick boxes for weapon set 1, 2 are bugged. There are actually 4 tick boxes with text overlaid.

I cannot bind skills from any of the skill gems which I had equipped to the hot keys.

Skill gems which were in my stash still work, can be bound normally.

I have tried re-logging, restarting game, PC. I have tried moving the gems to inventory, stash, relogging with them there and no luck.

Same issue. Worked around it by cutting the skill again from an uncut skill gem. The newly cut skill could be equipped and then bound to a hotkey.
