Garb of the Ephemeral/Trickster/Juggernaut vs Petrification Debuff

Hello.
At first I thought I was reading something wrong about the unique item Garb of the Ephemeral and its mod "Nearby Allies' Action Speed cannot be modified to below Base Value". Considering the description of the Petrify Debuff: Petrify (or Petrified) is a debuff. Similarly to being frozen, petrified modifies the player's action speed by reducing it by 100% - it seems like it should prevent these stacks to have any effect on the wearer and its allies. However Petrification statues in T16.5 and T17 maps are clearly applying the debuff with its full effect.

Can you please look into this and either fix this bug or inform that it is an intended mechanic?
