I found a way to log in and play without needing a system update for Win 7 Ultimate x64.

Going to...
C:\ProgramData\Package Cache\{65AD78AD-D23D-3A1E-9305-3AE65CD522C2}v14.0.23506\packages\vcRuntimeMinimum_x86\cab1.cab

...allowed me to copy all the files there to PoE's main folder.
The copied files have underscores where they need dashes, so I changed them as the .exe demanded, it didn't require all of them.
Setting the .exe compatability mode to Win XP SP3 and to run as an Administrator got me to log in and play.

Hope this helps someone!

Thank you m8 that was helpful.

Finally there is a solution. Thanks a lot.

For those who don't know what's happened. (If you have already install vc redist 2015 but still can get into game like me, skip to step 4)
1. You need to unzip the about two .cab files.
2. Find the suitable .dll files and copy them to PoE root folder.
3. Change the underscores to dashes
4. Set the "PathOfExile.exe" compatability mode (rigth click -> properties) to Win XP SP3.
5. Check the "run as an Administrator" box
6. Okay. And you can start the game now.

Edit: the client still has possibility to crush.
Edit #2: There is huge performance issue. FPS has a huge drop during fight. Not only graphic, there is some strange sound during fight too.

After some days off .. I finally found ... I coudln't play PoE anymore
In the Last ladder, after spending too much time trying to do the Races
after more 100 of them ... It's Time to Thank GGG to cut the rope.
Now I will go elsewhere.

Thanks GGG for the Funs/Frustrations/Ragebug

i still get this error.....(0xc000007b)
I am professional software developer from more than 17 years, and this is the only software on the planet where peoples is positively hyped every time a patch is delivered disregarding it's importance or influence.

I bow down, teach me masters ! :)
With the "1h 6L wipe" the PoE turns to a joke now.
There is no sane reason for one to play it any further.
BTW i feel like there is a small issue with the precaching the objects ( maybe a collision schema problem ) related to the a small lag portions when a new part of the area is revealed.
Maybe You can look on this ;)
