Not sure if this is the best solution since monsters are dying instantly most of the time. It seems like it only promotes stressfull approach "kill or be killed". In a current state gameplay is more about running than fighting. AoE and speed is basicaly everything.
Honestly I would rather see some kind of change to monster pack hierarchy when every pack would contain trash mobs, regular mobs and few tougher mobs. It could provide interesting pack synergies and also leave more space for different role specializatons.

They are not doing balance, balance would be a massive endeavour in a game such as PoE with so many interacting factors, items, stats, keystones, skills, supports, #links, multipliers, debuffs, buffs....

GGG do imbalance, on purpose, it's known as forced meta.

Why attempt the impossible and have several hundred balance issues when you can just greatly imbalance a few which get the limelight and everything else is forgotten?

It also gives the impression of 'good theorycrafting' rather than the players having a million assets to try to theorycraft powerful combinations with, they get the obvious choices thrown in their face to work with.

+ Progress through the Trials of Ascendancy is now shared between all your characters in the league.

? The time that Sparks must travel before they re-arm has been increased from 500ms to 1000ms.

that sucks:
- The values of chaos conversion on [...] Infernal Mantle [...] reduced to be 60% of their prior value.
- The experience penalty for higher levels is now slightly higher. The penalty starts taking effect a few levels earlier than it previously did.
- The Endgame Labyrinth
- Increased the attack time of Whirling Blades by 18%. Its previous default attack time was 2.2 seconds. It is now 2.6 seconds.
- Hailrake and Glace now use a weak version of Arctic Armour.


don't care about the other changes in the patch notes.
...all in all, a pretty bad patch for me.

That's what I call ultimate protection against idiots. It seems that GGG also tired of people who delete chars right after they end race and then complain on forums and Reddit.
