Whether or not it's a more common language on the internet doesn't change that Spanish is actually the second most commonly spoken First language in the world after Chinese. English is only third, Russian is Eighth, with Hindi, Arabic, Portuguese and Bengali all above Russian (with the understanding that a) Chinese has many dialects and b) so does Arabic). Many many countries that speak these languages do not have reliable (or unrestricted/uncensored) internet access. But remember, there are 22 countries in the world with Spanish as the national language and that doesn't account for foreign nationals raised with it as their primary language in other non-Spanish-speaking countries.

Also notable, even in your own link, that's the number of websites translated into Russian, whereas if you scroll down to the "Internet users by language" table on THAT SAME PAGE, Spanish is at 7.6% with Russian at only 3.1%. And dont forget to notice that not every country could provide any information about languages. Like, for example, Russian is not official language in Estonia, Ukraine, Latvia etc. But there are lots of people with Russian as mother tongue. And another example, there are people in Russia who has another mother tongues (like people from republics at Caucasus). So every number is very approximate, but the real sitaution is that globally Spanish is more popular than Russian.
