Desecrate will create corpses of whatever is in the level, plus anything you have brought in as a spectre. In most cases, you'll have to desecrate a fair bit to get the high level versions you want. OTOH, once you hit high levels, there is a very good chance you'll only ever have to raise them once. I've never managed to get a spectre from a level 84 map killed. Damn The Anvil actually seems really legit for this build. I was having a hard time getting the last block without a Bone Offering enchanted helmet (almost none for sale on HC, or on crappy helmets, and I love Skullhead) and this amulet seems to do the job. Pretty satisfied with my gear atm. I'm planning on changing the belt for Enthroned Darkness when I get jewels that are worth it, and I think I'm going to Divine my Skullhead. Next on the list (aside from doink jewels) is a 6 linked either Vis Mortis or Belly of the Beast. I think I'll go for the VM.
