Constant high latency - Australia gateway
I managed to fix my ping by contacting my ISP. They changed my IP address and hard reset my account. Instantly solved the problem and im back down to 50ms now. My ISP is Trustpower NZ.

FYI for people reading this thread - my latency problem finally resolved itself last night without me doing anything... weird!

Still being an issue for me.
From NZ, connecting to AU gateway. My ISP said "We didn't change anything so it's not our issue. Contact the game admin". Contacted tech support over a week ago and still no reply. Ping still 350+ms. " IIRC, if you were routing to NZ then it would not be influenced by the SEA-ME-WE3 cable cut. Anyway, looking at that the latency jumps once you hit NetworkLayer in Melbourne. You can ask both your ISP and GGG technical support to contact them and see if they can fix the issue, but keep in mind: NetworkLayer are a third party, and possibly even a fourth party -- eg, contracted by someone who your ISP has a contract with. This is, sadly, the worst possible place for the problem because you can't just get directly in touch. Share that trace with them to show what is going on. " Your ISP is not wrong, in the sense that the problem isn't on their network. Sadly, it is the same place and issue as Dicey, so the same advice applies. Good luck.
