frenzing pulse is best for icenova?

im playing with this build. very nice

As im saw ur gear i noticed that ur attack speed for cyclone is too high, it should only have 3 Attacks per Second or slower for the optimal coc 6 procs per sec and only with -14% cd belt wich u dont have u can get higher to max 3.75 for 7procs.
U have over 5 so its lower ur dps,or its only if u use one spell and if we use 2 spells coc works different?
