Still cant figure this out, what exactly this means? And can we have some example pictures with numbers?

It means, that if we proc our CoC and Malice not at the server ticks, our spells could just not be counted by the server, staying only client events. Calculation is based on 30 ticks per second. So, each tick every 33 ms. CoC gem and Malice have 150 ms cooldown, but in fact each spell procs every 5 ticks (33*5 = 165 ms) or 4 ticks (33*4 = 132 ms). To reach 132 ms threshold we need atleast 14% cooldown recovery.
The formula is:
"Cooldown time needed" = "base cooldown time" * (100 / (100 + "cooldown recovery speed increase"))
150 * 100 / 114 = almost 132 ms
1 / 0.132 = 7.57 aps
So, we need to get as much closer to this aps (with 14% CDR), but not higher.
For example with 0% CDR :
7,57 APS would result in 4 procs per second
10 APS would result in 5 procs per sec.
As a reminder, with 6 APS you have 6 procs per second.
Yo do lower your DPS by having too high APS.

If you have higher than 7,56 APS with more than 14% then you'll loose DPS again : i.e 10 APS with 14% CDR = 5 procs.

23% CDR is equal to 14% since it isnt enough to reach the 3 tick proc rate (3×33ms).
So 7,56 APS

I would say 150 -(150 × 0,38) = 93
93 is bellow 99. It means you can procc every 3 ticks (99 ms).
APS needs to be lower than 1000÷99 = 10,1
So you can aim for 10 APS .

unless something's changed its always been 0 CDR or 14% CDR. The next break point is impossible to hit with current gear.

I must be missing something...
Everyone talks about 14%+ CDR and 7.5 APS which seems fine and dandy.
Upon checking my stats, i barely have 2.6 APS...err...guys ? is there something wrong ?
