The blight ones is from blight league.
Although keep in mind I am constantly changing my setup and testing things so I would recommend going by the guide and not my current setup unless you're just curious to see what it currently doing.

The only changes I made to get chaos conversion up is:
Use triad grip gloves 4w sockets. But as ArisFuser has mentioned this is not needed and not best.
Use Withering Touch in 6L, withering step instead of phase run, and despair for curse.
Pick up grave intentions in tree.
Done!

probably a stupid question and but how do i summon the correct spectres? i struggle when i use desecrate, it summons a bunch of random things along with the carnage chieftans. how do i just summon carnage chieftans and not the trash mobs.

using the recommended chest aura setup with a level 3 enlighten I just barely don't have enough mana to activate everything, are there any easy nodes in the passive tree or enchants or anything like that I could get to allow me to activate everything.
You need to pickup sovereignty cluster in tree (top left)

Welp, just for the 6L-sword, it's about 3.3 Ex in League atm, I don't consider 3.3 Ex as "budget" or "starter", when I barely get more than 10 Ex per league.... I know there are a LOT people who make 10 Ex per day, but I don't, nor will I ever be, most likely.
The REAL budget build for me was definitely the Slave Driver Raise Spectre build by Furty. I just found your build by looking for possible new builds I could go for, and the linked Spectre build I played in Blight was really fun, but I didn't want to play it again, I'm still kinda new to this game (joined in July), so I wanna play some other stuff as well. Necro's playstyle is by far my most favorite so far.
So is this your real "budget" version or do you have some more alternatives for starters who barely make 50c a day?
Like, if I would drop a 6L sword randomly, would that work as well, for the start at least? Do I need a specific mod? I've read something about damage type conversion, is that needed to make it work? Or can I first use random gear + your gem setup and I'd be fine?
There are a number of ways you can get to a 6L cheaper than trading if you don’t have a lot of currency. Buy a QD with less sockets and craft the remaining. You’re looking at between 1 and 15 chaos for a QD. You can 5L on crafting bench fairly cheaply with fusing. A 5L is a good starting point. Brunowa defeated UE with a 4L QE in the early days of this build.
You can convert a QD to a QE via prophecy. No need to buy a QE. Prophecy cost up to 50c for the prophecy. So a decent weapon can be had for less than 70c. Based on your currency earn it will take you two days to achieve.
Similar things with helmet, gloves, boots, belt and rings. Buy with decent stats but less sockets and craft up yourself.
For currency - use the chaos and regal recipes. You self farm those and you should make double your amount of chaos and regal orbs in a few hours. Take a look on PoE.ninja what things sell for. You probably have things you have never used but are worth something out there. Sell ‘em - gems, cards, gear, beasts, etc.

people in the forum say to use stampede and go chaos conversion and drop life/ES node on the right for something else, but nothing of this is in the build... is the build outdated? do i follow people in the forum or the main page build?
someone said to go withering step and wither touch? none of this is discussed in the build
skeleton or aura on chest is better? and if skeleton do you only cast it for the boss at the end? or you cast it in the map (advance, cast, advance, cast, etc?) because isnt the goal of the build ot jsut run trough thing super fast?
also what gem should I use in a 5L setup as I cannot afford a 6L queen escape.
i am alos not sure i understand how we are supposed to get enought resist and strenght if we go the speed build, wihtout the aberon warpath booth we dont get enought strenght, and wihtout a good belt (instead of the speed one) we dont get enought resist)
also he says we get to 220% movement speed with only 1 quicksiver, but i dont understand how... where do we got so much %flask effect?
EDIT:
i just unlocked bone armour, how do we trigger it automatically? i dont see this skill talked about anywhere in the build either
I would follow the guide first and foremost. That will get you to end game. From there you can make tweaks and test things out and see what you prefer!
Use Alberons and a rare belt to cap resistances. Resis are more important than speed if you are new.

If you don't use most of this guide's gear, the character will be very squishy until you can get the missing gear/jewels.
It's a great guide, but I think the expensive gear should be a 'con' when describing the build.
It’s nowhere near true, both the part about having to use the guides gear to avoid being squishy and the expensive gear being a con. I’ve had horrible luck with drops this league. I don’t have a single piece of recommended gear, except the basic jewels and tree, and even there I’ve changed a few gem selections. I don’t even have suggested jewels socketed on the tree atm. I did not die once after Act 4, where I stupidly ran into Innocence’s beam. Not a gear setup issue, a dumbass one ...
The guide is clear what is budget, starter friendly and Uber expensive gear. Each has it’s own separate heading.

Also look for alternatives.
There are a couple other options listed for weapon.. notably Femur of the Saints and Chober Cairn which are currently cheaper. Femurs does more DPS too.
Not one piece of gear is "essential" except for perhaps the Baron. Everything else you can use whatever you want really.
If you saw the video/gear section you would have seen that I killed Uber Elder using no gear other than a mace.

As Brunowa said but just to clarify, you don’t get a choice in what desecrate throws up. Basically PoE stores what you’ve killed In each act. Desecrate cycles through it. There is no filter so you get trash as well as the good stuff. If you don’t see what you want keep pumping desecrate. If it doesn’t appear after a few button pushes you may have to go to the original area instead of your hideout to raise the spectres you want. Maybe it’s just my instances but I sometimes find PoE get’s dementia and forgets so you have to help it a little 😀

Brunowa, any recommendations for a relatively new player? I made it through leveling with the leveling guide, but once I got to maps I started getting destroyed. I've been getting by using Fortify on my Cyclone link, but even with that I feel very squishy. I am using Queen's Decree, The Baron, and Geofri's Sanctuary, but some of the other pieces are too expensive for me to afford yet. It is also rather difficult to afford these pieces in a 6 link. Any advice going forward from here?
Are your resistances capped?
Strength over 1000 for Baron leech?
Got your gems levelled?
Also get minion resistances on tree if you're minions are dying.
Farm and use the Chaos Recipe to make some currency. Just google chaos recipe and that will get you some good chaos to get started and upgrade a little more.
