How to apply refund points?

i have a question, if i refund a point that would "cut off" a path to another passive skill area does that stop those skill from happening?

you can't refund such points.

Refund Point=A chance to remove a skill point you used, in order to use it elsewhere.
Fixing a mistake basically, so you can follow another path in the skill tree. Simple as that. No need to confuse each other.

I wish I had some Refund Points in my career in real life...
