What's the best way to solve mana potion chugging gameplay ?

I don't realy understand if it's possible to totaly avoid having to use a mana potion and if yes, how ?

Poisonous Concoction: Now has 22-537 to 33-806 Added Chaos Damage at gem levels 1-20 (previously 30-716 to 44-1073), and Added Chaos Damage is equal to 4-16% of Flask's Recovery Amount if Charges were consumed from a Life Flask (previously 3-11%).

PConc was ridiculously good for leveling and still good for a very long time (I played it to lvl 98 in SSF last league). The nerf hurts for sure, but I doubt there is a better skill with little/no gear. What made PConc so amazing early was that it dealt S-tier dmg with F-tier gear. Now the damage might only be A or B-tier, but that will be fine to easily clear all the Acts.
