High Lag Spikes on Texas Server

So, I posted a thread a couple days ago about my high latency spikes that seem to occur randomly no matter what map I'm in or what I'm doing. I experience it in town with no one around as well and I do not know why. I posted a winMTR and someone said to change my DNS and it did nothing so now I ran another winMTR and here it is:

this is still a issu for texas servers very an noying they have never fixed

Yep the texas server keeps having latency spikes. I switched to the DC server which has no problems
