I'd prefer to be able to buy things once and just put them on all my characters an unlimited number of times however I like.

So there's a version you can get with the comics which has the chest of this but all socketed with gems. It's based on the lore where Emperor Chitus had a bunch of Gemling Legionnaires as his bodyguards, and a gem in his heart - if his heart stopped beating (i.e. he died) they would all die too.

Which makes me wonder why there are living gemling legionnaires in Act 3 Warehouses. I must be missing something

Completely useless, unfortunately. Not just in the sense that they provide no real benefit as a cosmetic item, but also unlike the fireworks) they are barely visible, and don't have any kind of "cor blimey, what the fuck is that?" impact.

I'd trade every single stack in for 1 stack of Gore fireworks in a heartbeat.

Also, they apparently tank the shit out of some peoples FPS, which might be a useful thing if you're into PKing people in Hardcore, but I'm a big enough bastard as is without resorting to that kind of shenanigans.
