Is there any web functionality like neversink has? Or is this a local thing only?

If by web functionality you mean being able to import it here in the website and use it online then yes. After you download the filter, you open it with a text editor, copy its contents and paste them in the website where you create a filter.

There is no filter synchronization with your account yet; you can only download it.

Thanks for clarifying. Since I'm not a local client user (Nvidia GeForce etc) - makes some things like importing hideouts and filters difficult.

Neversink has the appeal because the filter is imported not the site as then into my account.

Updates:
- Added the ability to create item display rules.
- Item frames with Unidentified Item Tier are now disabled by default (but can be re-enabled using a toggle).

To add, click "Add rule", then enter a name and click "Add".

To change the name, click on it, and an input field will appear.

To move a block, drag it by the three dots.

Updates:
- Added registration.
- Added the ability to save and edit filters.
- You can now switch the filter type without delay and without losing any changes.
- Added option sets for custom rules (for example, in the Breach section: options for Catalysts with "Stack Size" and separate options for Breach Rings with "Rarity").
- Added separate display rules for Uncut Spirit Gem (Level 19) and Uncut Skill Gem (Level 19).
- Updated the appearance of the Show/Disable switchers (they now differ from Show/Hide; when disabled, they are black instead of red).

Feedback is welcome here or on Discord!

I like the optic of the web page - it's easy to customize things. But customizing feels kinda limiting. Let's say I'm looking for a special item ... a scepter for my mage in any rarity (I may craft or instantly throw away, but I want to check out first) or if I want to put T15 map to the T1-14 maps, because I already have a whole chest of it, there is no way to customize it.

I never used a filter before, because those made too much work when customizing or even require to create an account, which I would not want. Your one comes closer to what I'm looking for. I would prefer it as offline tool, but would not mind much about using it as web service as long as access is easy as it is.

On long it would also be helpful to be able to edit the already customized filter, because I may got the scepter from last filter, but now I don't need it anymore, but realized I want a specific helmet or I'm looking for specific loot for my second character and don't want to recreate the whole customization.

The default colors are much nicer than I saw for other filters, good job.

I dislike that your page needs googletagmanager (for me it's blocked, for other people not).

However, I would start using it at the moment I could filter specific items, like in the category for Orb of Chance, but for any rarity. Everything else is a nice bonus. Overall, well done.

The ability to edit filters has already been added.

I haven't used this yet, but I just wanted to say that from your screenshots - you have a real eye for UI design. I've been completely spoiled by Last Epoch's in game filter system and one of the things about it that is so good is that the visual clarity and placement of tools is intuitive and easy to use. This looks to emulate that quite a bit. I may check it out in .4 based on the sick UI design alone.
