Old items should be treated with more love by Devs and secondly if they remain as it was before patch released, one useless modifier lowers their value in compared with the news

If this wasn't done on purpose (like when they nerfed some uniqs and the old ones became godly in comparison) then they CAN'T do it due to bad/pasta code.

It is probably such a convoluted codebase they copied from PoE1 that the fixes they made to it now can't be undone without changing the whole database/functions that manage old items.

IF they need to create actual code to go over all the old items they are buffing/nerfing and change them I'm pretty sure they won't do it until after 1.0

It's not an excuse from Devs doing sketchy work when implementing something new in new patch.
They can add a fixed value and change the one that gives (X)slot as modifier. For example add to all old belts 100life replacing the (x) slot modifier value. It's simple and safe to change with this way the whole code without creating new bugs.

I was talking about the need to actually change the way they are handling old/owned items in code. Right now it seems they are completely ignoring every owned item (maybe lazy, maybe so people with builds using these items won't get angry when they nerf)

They shouldn't. We payed the game is not free + it's easy for them to change old modifiers with a fixed value that will bring value to old items again.

While I completely agree with you, I learned very quickly to manage my expectations from this company... seems like there aren't enough good devs there since they are still hiring C++ devs
