Weither its fine or not is up for debate.

But the discussion currently is which option is better.

And Tier 1 being the best tier is how it was in poe1 so its what a majority of the playerbase is used to so if your gonna deliberately change it then it should be because its an improvement and not just random.

Tier 1 being the highest is obviously simpler and easier for everyone to quickly spot how close to the best tier an item has.

Tier 1 being the highest makes it more obvious how omens will interact with an item, particularly omen of whittling.

Tier 1 being the highest removes the need for using external website to look up which tier is the highest and what ilvl requirements different tiers have.

Tier 1 being the highest would remove crafting problems with omens where the best tier has a low ilvl req. An example of this would be if you have a focus with +2 level to skill gems that you want to craft on. +2 level on focus has a ilvl req of 41, meaning that you cant craft on it with omens without it prioritizing rerolling the +2level even tho +2 level is the best tier.
You can have a focus with +2 level to all skills and a +21 int roll and it will reroll the +2 level even tho its at its best tier. This is illogical.

I cant see any benefits for Tier 1 being the lowest tier.
Other then it being potentially simpler to code for.

A huge request has been that we invert the display of "Tier X" on items when using advanced item display. This is so that you can immediately identify if a modifier is the best it can be on an item. This is more for advanced and Endgame players, but is very important to being able to quickly assess the true power of an item or if it's an appropriate crafting base. We are swapping this back to work the same way as Path of Exile 1.

Changing it to display (Tier on Item / Max Possible Tier) is the better solution.

That way the tiers go up with power, which is intuitive and easier to follow than the backwards way of having power and actual modifier value go up while the tier number scales down.

It also avoids the issue of players' familiarity with the tiers being thrown away whenever a new better tier is introduced and every pre-existing tier is moved. There is no reason to throw this away and create frustration when it can be avoided.

It isn't intuitive, it is the exact opposite of how almost every other tier system in the world works.
Funnily enough that makes the way it currently works the epitome of unintuitive.

I disagree completely with the community. 1 being worse makes more sense in all logic. There is only ONE start in a list.. how far it goes.. you do not know until you get there.. and allows the devs to add stronger stuff later.

Larger is better is hwo 95% of our human life handles things, so for me it made more sense.

For display issues, they should have just labeleted tier 2/10 (2 of ten) etc...

Do you want your children to to to a tier 1 university like Harvard? Or a tier 3 community college?

If your mother was kidnapped who do you want going to rescue her? A tier 1 unit or a tier 5 unit?

Do you want the bank to give you tier 1 rates or tier 3 rates?

Tier 1 is the best of the best in 99% of scenarios.

Where I live we grade best universities tier 5 and tier 1 are the ones on risk of being closed by the government. Thanks for showing my point that your view is not universal.

In fact I think NOTHING in my culture ever puts 1 as the best level except in races.
