" Heh, you'd be surprised. Even GGG had to back down on single death maps from 0.1 because people flat out refused to play. Exp penalty in ubalanced poe environment is exactly same kind of problem. It's a matter of time, they will come to their senses after losing enough players to regression. Only unknown is what exactly are they considering enough. " No chance. Removing or lowering EXP loss would basically destroy the ladder aspect of the game entirely. Will never happen. Seriously, every player needs to do one of three things: a) Decide to compete in the ladder and actually put effort into reaching levels past 90. b) Realize that levels past 90 are optional and provide almost no additional character power, so they can stop caring about EXP at this point. c) Go play Animal Crossing instead.
