Ping spikes to 8000-10000 every 2-4 minutes, consistent for the past 12 hours

Good news: So after a couple of days of awful lag or certain instances on Sao Paulo gateway, the ping seems to have come back to normal.
Bad news: Instance handling is still consistently awful. multiple "Failed to Connect to Instance" errors still persist, impossible to run the lab for example.
