Oh my god I can't believe that's the solution... So I had to set mz kezboard language to US bz default to solve this... How can this interfere with the game!? I would have never imagine this...

I had the same problem but my windows firewall wouldn't start. I had to go into windows administrative --> system configuration and set firewall to activate automatically and then start it which seemed to be the only way to force it to start. Tried a plethora of other things. After this PoE would start. Not sure how it got deactivated but I am not sure why PoE would require a firewall to run either.
