He literally said he assumed it was tier and it wasn’t it’s some hidden item level of modifier which is listed nowhere. Read more and count to 10

Just learn the tier system it is listed on every info site in the universe what each tier means and the level of each modifier. there is nothing different from and POE modifier in the history of the game or the history of POE 1. I read the whole statement. In fact the system for POE 2 is far more comprehensive than the one in POE 1 so I don't get the complaints? The tier does not tell you the level of the modifier.
The tier tells you how good is the mod your item has, some mods will have more Tiers, others will have less, thats another thing you won't know with the information inside the game. But the Omen of Whittling is not related to these tiers in any way that a normal person that didn't played POE1 or didnt crafted in POE1 enough to know that every Modifier has its own level, which I repeat, is not the level of the tier. And as you mentioned, without an external site you don't know the level. And here we go again, a person that didn't play POE1 nor crafted enough will know this. So it will inevitably fail to use the Omen properly. Imagine how difficult is to explain it when we already discussed it and already know how it works... Then think about how a person without the needed knowledge is going to understand the Omen. Is, like I said, an inevitably fail. |

This exact absurd issue existed in POE 1 but they at least fixed it for Rog by highlighting what mods would be affected by a craft. yet ANOTHER downgrade in poe 2 that was fixed long ago in poe 1.

" Exactly my recommendation & thoughts. PoE2 needs to show you what may happen in some way. In cases where the "lowest level mod" will be removed it needs to show you that exact mod --- forcing players to look up "required level" is just rude. |

I agree. When using whittling and hovering over an item, it should outright display a tooltip which says "Using this Whittling Omen will remove this affix from the item". Otherwise people have to use an outside program like craft of exile to craft, which I dont mind but I know GGG wants to move away from that, and many players might not realize such a tool even exists.
But yeah, everyone, craft of exile exists and when you plug your item into the simulator you can experiment and see exactly which affixes would be removed using things like whittling omen. |

Without third party planning tools most mechanics are completely inscrutable. Deterministic crafting isn't really a priority here. Short of just trading for an item that is good as is there isn't any consistent way to get what you want.
