Randomly Id'd this. Could it be good in any builds?

I was thinking maybe a dual wield flicker but I don't have much experience with other builds that use those skill gems.

as a weapon to hit things with, it doesnt do enough dps.
as an offhand to buff attacks, it isnt a shaper stat stick. not going to be worth anything. |
