Same problem.

I get up to 50-60mb downloaded and then it drops back down, every single time. It just keeps going backwards over and over.

Very frustrating.

Known issue. I started having this problem in Feb 2018. It has been intermittent, sometimes I have the issue and other times I do not.

I've tried all the known fixes, VPN, and tethering to a cell.

Look at your log files, probably full of timeouts and errors of partially downloaded files.

As a temporary solution, you can install the standalone client.

1. Launch the standalone installer,
2. when it starts downloading, stop it.
3. copy the file Content.ggpk from your steam POE directory to where you installed the standalone version.
4. Relaunch the standalone client.
