How to unlock heist NPCs

I still have zero deception NPCs , can i only unlock them during campaign or something?, 3 are missing and the rest are already level 3 , 4 . Is is a bug?

just play different contracts, you will unlock them eventually

Karst will unlock Huck, then play with Huck a bit and he will bring his old templar pal Niles, do missions with Niles for a bit and he will introduce you to the crazy old demolition man Vinderi, again do missions with Vinderi and he will eventually bring along Gianna wich is one of the deception girl you need.

Also keep in mind that you can buy new contracts from Whakano, the barber, every time your char gains a new level. Some of them might require those special job one is looking for.
