Zana - Activation failed. Unable to open portals to area.

Had a Zana quest in a map. Clicked to view options. Highlighted Oba's Cursed Trove. Clicked to activate. No portals were made. "Activation failed. Unable to open portals to area." popped up in chat. I still see "Enter Zana's Map area." and "Complete the Map." as quests
