Not a bug.
The drop is random. You don't need to run Lira Arthain maps to get the drop. RNG is RNG. "Programming today is a race between software engineers striving to build bigger and better idiot-proof programs, and the Universe trying to produce bigger and better idiots. So far, the Universe is winning."

Not a bug...it's just another layer of stupid RNG-gating that serves no other purpose than hampering your endgame. If you're not SSF, just get it via trade. Shouldn't be expensive.
I have a pretty good sense of humor. I'm not German.
